The County Administrator is appointed by the County Legislature to oversee and coordinate the Cayuga County Government operations. The Administrator is responsible for implementing the Legislature’s policies and procedures, and for carrying out the powers and duties of the office as outlined in Local Law 7 of 2017. Among these responsibilities, the County Administrator prepares and manages the $145M annual budget, and coordinates the approximately 30 departments and elected officers of the County to ensure that they are working in concert to provide quality services, programs, and information to all of Cayuga County’s residents.
J. Justin Woods, JD, LLM, MPA was appointed Cayuga County’s 5th Chief Administrative Officer. He assumed office on December 18, 2017, and is under contract through December 31, 2021. Administrator Woods brings nearly 20 years of experience in municipal planning and strategic management, community and economic development, and land use and environmental policy. A career planning director and department head working in municipalities ranging in size from 3,000 to 75,000 people throughout the northeast, the County Legislature felt that Mr. Woods demonstrated the knowledge and skills necessary to lead the County on the wide range of issues required from a Chief Administrative Officer.
Administrator Woods graduated cum laude from Green Mountain College with a Bachelor of Arts in Environmental Science and Public Policy. He holds a Master of Public Administration (MPA) from Pace University, where he was inducted into Pi Alpha Alpha – the Public Administration Honor Society – and received the Public Administration Award for the highest GPA. Administrator Woods also holds a Juris Doctor (JD), cum laude, and a Master of Laws (LLM) in Environmental Law, cum laude, from Pace Law School. During law school, he served as Scholar at the Pace Land Use Law Center for Sustainable Development, which awarded him with a Distinguished Service Award. Since completing law school, Administrator Woods taught as both an Adjunct Professor and Lecturer of Public Administration in the Dyson College of Arts and Sciences at Pace University.
