Department of Motor Vehicles
Dwyer said that while our DMV office can no longer conduct face to face transactions in the office in accordance with an executive order issued by Governor Cuomo, our staff has been hard at work for the last month answering numerous calls, and processing DMV transactions. The following transactions can be mailed to our office:
-Plate surrenders (include the $1 fee)
-Registration renewals
-First time registrations including plate transfers
-Duplicate registrations & Duplicate titles and copies of your Driver’s Abstract
If your transaction includes receiving new plates, please provide a separate check or money order for $5 or a pre-paid UPS or FedEx return envelope for us to mail your license plates, and include the forms MV82, DTF802(see website below) for forms), proof of insurance (or your insurance cards can be faxed to our DMV at 315-253-1006); your title, a blank check made payable to Cayuga County Clerk, and a copy of your driver license.
NOTE: Please include your name, address and phone number whenever you mail us a transaction.

And until further notice, we are prohibited to process the following transactions:
- permit tests
-license amendments (any changes that require a photo)
-Road test appointments
-Just a reminder that the federal government has extended the deadline to get a REAL ID until October 2021.
Dwyer said she appreciates that so many people are sending in their transactions to our local office. By doing so, it keeps our money in Cayuga County instead of sending it to the State.
County Clerks Recording Office
Dwyer said that although the County Office Building is closed to the public, my staff is still processing Land documents for recording by mail, or another option is to electronically record land documents such as deeds, mortgages, etc.; and we are processing Court papers by mail or customers can choose to electronically file Supreme Court documents. -DBA’s: Download the form from our website and mail your Business Certificates to my office. Include a copy of your driver’s license, a check for $35 made payable to Cayuga County Clerk, and we will mail you two certified copies.
-Passports: Until further notice, we are not processing any face-to-face transactions, therefore we are not processing passports. If you need a passport, please check with your local post office.
-At this time we cannot provide Notary Public services.
