Medicare is a federal health insurance program for people age 65 and older and for those under age 65 with Social Security disability benefits for 24 months.

Certain low-income Medicare beneficiaries are entitled to have their Medicare premiums paid for by their state Medicaid program. Some of these people are also entitled to have Medicaid pay for their Medicare deductibles and coinsurance. These programs are referred to as buy-in programs.
