A Special Meeting of the Village Board was held on Wednesday June 2, 2010 at 5:00 p.m. in the Village Hall, 8892 South Street.

Change Orders for Wastewater Treatment Plant Project

Brian Skidmore discussed three change orders needed for the Wastewater Treatment Project

 

The first change order is change order #6 with MEC Electric, Inc. in the amount of $12,919.00 to remove nine existing light fixtures, and furnish and install conduit and wire, switches, circuit breakers, and install fourteen light fixtures in the influent pump dry well and headworks area of the existing control building.  Existing lighting in these areas was inadequate.  The replacement fixtures are higher efficiency, instant-on fluorescent fixtures which produce bright white light and are appropriately selected for the spaces that they illuminate.  Trustee Hinman made the motion, seconded by Trustee Lukins to approve change order #6 with MEC Electric of $12,919.00.  All present voted   aye.

 

The second change order is change order #8 with M.A. Bongiovanni, Inc. in the amount of $4,945.00.  This change order is to furnish and install three 10-inch duckbill check valves on the new effluent pump discharge piping.  These check valves are necessary to prevent pumped effluent in the chlorine contact chamber from draining back into the effluent pump chamber and creating a condition where effluent is pumped in a continuous loop and not allowed to flow to the effluent end of the chlorine contact chamber.

After a first motion by Trustee Hinman, seconded by Trustee Lukins, change order #8 in the amount of $4,945.00 with M.A. Bongiovanni was approved.  All present voted   aye.

 

The third change order was with Daniel J. D’Amico Plumbing and Heating Co., Inc.  This is change order #4 in the amount of $1,491.07 to furnish and install sanitary and vent piping for a lab sink in the control building.  Design drawings did not show a drain and vent pipe under the floor slab near the location of the new lab sink.  Thus the Contractor needs to install a sanitary and vent piping into the wastewater treatment plant headworks to drain the new lab sink to the existing influent channel.  Change order #4 for $1,491.07 with Daniel J. Damico was approved after a first motion by Trustee Lukins, seconded by Trustee Swim.  All present voted   aye.

 

Drainage Reports on Bell Street and North Willow Street

Paul Chatfield reviewed the Bell Street drainage report he prepared.  The estimated cost of this project is $11,550.  The recommended drainage improvements would involve the installation of approximately 325 linear feet of 12” diameter smooth interior corrugated polyethylene pipe and drainage structures.  The proposed storm sewer would convey stormwater collected along Bell Street through the properties of 2687 Bell Street and 8832, 8836 and 8844 South Seneca Street to the large diameter storm sewer in the back yard of the American Legion.  Paul indicted that he would be willing to meet with the property owners to discuss the drainage on the properties.    The deeds on the properties will need to be checked to see if the Village has easements.  

 

The North Willow Street drainage work entails replacement of approximately 670 linear feet of existing 12” diameter storm sewer and drainage structures with new 18” and 24” diameter smooth interior corrugated polyethylene pipe and new drainage structure along portion of North Willow Street that extend to South Willow Street.  The estimated cost is $112,668 of which $50,000 is boring under East Brutus Street and placing 24” steel casing pipe.  Commencing the work from the South Willow end would mitigate some of the drainage problem.

 

The issue with both of these projects is cost.  Currently there is only $9,900 in the drainage budget for the 2010/2011 fiscal year.  

 

Re-Hire Tom Cordway as Part-Time Police Officer

Officer in Charge Greg Gilfus requested the Board re-hire Mr. Cordway as a part-time police officer.   In October 2009, he was placed on unpaid leave-of-absence from the Village during his probation period as a new Deputy Sheriff for the Cayuga County Sheriff’s Department.   Trustee Chris Lukins made the motion to re-hire Mr. Cordway, seconded by Trustee Hinman commencing effective June 3, 2010 at a pay rate of $14.50 per hour.

 

Security During Firemen’s Field Days

Trustee Lukins informed the Board that Officer Gilfus contacted him regarding extra security during the Firemen’s Field Days.  It was determined yesterday that the NYS Police would not be working as extra security during the Field Days due to the State’s budget issues.  The Cayuga County Sheriff office was contacted but as of yet, no officers have signed up.  Trustee Lukins researched the possibility of the village police covering the Field Days and determined that Village tax dollars could not be spent to pay the police force, as the Field Days property is not in the village or village owned.  It was determined that the fire department could pay, from their own funds, to have a couple village officers (off-duty from the village) work during the Field Days with backup as needed from other police agencies inclusive of the village police officers covering inside the village limits.   Village Police do not have jurisdiction on the Field Days property, thus any officer contracting with the Fire Department for security has to act under those laws that govern the authority of Police Officers while outside their geographical area of employment.

 

There was no was no further business to come before the Board and the meeting was adjourned at 6:15 p.m.
