A Special Meeting of the Village Board was held on Monday, March 15, 2010, at 5:30 p.m. in the Village Hall, 8892 South St. Weedsport.

 

Present were: Mayor Jean B. Saroodis

Trustees: Swim, Perkins, Hinman, Lukins (absent)

Also present were: Barton & Loguidice; David Thurston, Village Attorney; Diane Schuefele, Village Treasurer; Susan Lamphere, Village Clerk

 

SEWER RATE DEBT REPAYMENT

Mayor Saroodis explained the meeting was to work on unit rates for the Debt Service repayment for the Wastewater Treatment Plant upgrades. This charge will be reflected in the May 2010 billing.

 

Currently Village residents are billed $54.00 per quarter, outside users are billed $108.00 per quarter. The Debt repayment amount annually is $129,252. Treasurer Schuefele provided the Board with a spreadsheet of single family, apartments, commercial and commercial with apartments to reference while determining unit charges. Brian Skidmore compared how the Village of Pulaski broke down their unit pricing.

 

UNIT COUNT CHARGES

 After much discussion, with input from the Village Attorney and Brian Skidmore, the Board determined the following tentative unit counts criteria and the Board will hold a Public Hearing on Wednesday, March 24, 2010 at 7:00 p.m. in the Village Hall in regards to this debt service. The tentative unit count criteria is as follows:

 

Single Family Homes                                                 1 unit per home

Multifamily Homes/Duplex Homes                         1 unit per each apartment/dwelling

Tax Exempt Subsidized Senior Living Facility .75 units per apartment/dwelling

Apartments                                                                   1 unit per apartment/dwelling

Schools                                                                        1 unit per 20 employees & students

Hair Salons/Barber shops                                       1 unit

Nursing Home/Assisted Living Facility               .5 units per bed

Car Washes                                                                 3 units per bay

Laundromats                                                                .5 units per washer

Motels/Hotels                                                               .5 units per room; & 1 unit per living

Restaurants                                                                   1 unit per 73,000 gls used annually

Bars/Pubs                                                                     1 unit per 73,000 gls used annually

Restaurants/Bars/Pubs w/apartments            The greater of 1 unit per 73,000 gls water used annually or 1 unit per business plus 1 unit each apartment

 

Commercial/Industrial/Institutional User            1 unit per 73,000 gls used annually

 

 

 

Storefront Business with Apartments            The greater of 1 unit per 73,000 gallons water used annually or .5 units for each storefront business plus 1 unit for each apartment

 

Trustee Hinman made the motion seconded by Trustee Perkins to adjourn the meeting at 7:10 p.m. all present voted aye.
