    EXEMPTION INFORMATION
    The Basic STAR exemption is available to ALL owner-occupied, primary residences whose combined income is less than $500,000 (income is defined as federal "adjusted gross income" minus the "taxable amount" of total distributions from individual retirement accounts or individual retirement annuities (both of which are commonly known as "IRA’s"). This must be your legal address. Age is not a factor. You do not need to renew this exemption. You may only have one STAR exemption in New York State.

    If you will 65 years of age by Dec 31 of the year of the exemption and your adjusted gross income is $79,050 or less per year, you qualify for the Enhanced STAR exemption. This exemption must be renewed yearly, as it is income based.

    Senior Citizens who file NYS Income Tax may sign up for the STAR Income Verification Program, which allows you to continue to receive the Enhanced STAR Exemption without having to reapply. Forms are available in the Assessment Office or Online.

    Applications must be on file in the Assessor's Office by March 1st of each year

    Please note that the Town of Sterling Assessment office DOES require proof of residence accompany your application. We will accept a copy of your driver's license or a copy of your voter registration card.

    Assessment FAQ's
    • Q: When does my (e.g., Agricultural, Veteran's, Senior Citizen's, STAR, Disability) exemption form need to be submitted?


    • A: The exemption filing deadline is March 1st of each year. This means that the Town of Sterling Assessment Office must RECEIVE the completed form and any required supporting information by March 1st.

    • Q: I submitted my exemption form not long after March 1st. Why didn't I get the exemption on my subsequent school tax bill or my town and county tax bill?


    • A: If there is no problem with your application and/or eligibility, you should see the exemption the following year. For example:

      Exemption form submitted on or before 3/1/2011
      Impacts September 2011 School tax bill
      Impacts January 2012 Town & County tax bill

      Exemption form submitted 3/20/2011
      Impacts September 2012 School tax bill
      Impacts January 2013 Town & County tax bill

    • Q: When is grievance day?


    • A: Grievance Day is always the 4th Tuesday in May for the Town of Sterling. For 2011, Grievance Day will be Tuesday, May 24, from 6pm ~ 10 pm. The hours can change from year to year depending on the availability of the Board of Assessment Review members. Please have RP-524 Complaint on Real Property Assessment completed when you arrive at the Town Hall for Grievance Day. IF YOU PLAN ON GRIEVING, WE ENCOURAGE YOU TO CONTACT THE ASSESSMENT OFFICE BY PHONE PRIOR TO GRIEVANCE DAY TO CONFIRM THE HOURS.

    • Q: Why did the assessor raise my taxes?


    • A: The assessor cannot and does not raise or lower your taxes. The assessor can only assess the value of your home. Taxes are impacted by the Village, Town, County and School budgets. If you feel your taxes are too high, you should be speaking with your village board members, your town board members, your county legislature and your school board members.
