SUBJECT: Subdivision Law
Chairman Buxenbaum called the meeting to order at 7:40 p.m.. Paul read the minutes from the March 10th meeting. Steve moved to accept the minutes as read, Paul 2nd, passed 5-0.
This meeting was changed from the original date of March 24th because of a room conflict.
A significant question from the March 10th meeting was whether a public hearing for a simple subdivision would be necessary. Ron Buxenbaum spoke with Amy DeAngelo of the Cayuga County Planning Department and found out that New York State Law required a public hearing for any subdivision.
Ron also talked with Dorothy Southard, Chair of the Ira Planning Board in regard to their Subdivision Law. He will further discuss specific questions to be answered by the Planning Boardıs regular meeting in April. Information on how Ira handles minor subdivisions will be helpful in formulating Ledyardıs Subdivision Law.
Paul asked Amy DeAngelo about resources for background information to help with forming a Subdivisin Law. She suggested 2 books:
1. Well Grounded, Using Local Land Use Authority to Achieve Smart Growth,
by John R.
Nolan.
2. Rural By Design, by Randall Arendt
Ron suggested that the Planning Board members review the Ira Subdivision Law for further discussion at the next meeting.
A lengthy discussion followed as to the proposed Hog Farm Operation that might occur in the Town of Ledyard.
The next regular Planning Board Meeting will take place on April 14th at 7:30 p.m.
Anne made a motion to adjourn at 9:30 p.m. Steve 2nd, passed 5-0.
