SUBJECT: Subdivision Law
Chairman Ron Buxenbaum called the meeting to order at 7:35 p.m. Minutes
were read from the February 11, 2004 meeting. Paul moved to accept the
minutes as read with Anne seconding and were approved by a 5-0 vote.
Chairman Buxenbaum stated that Bill Dugan informed him that the application for a grant from New York State was turned down. The Grant would have helped the Town of Ledyard to finance the development of a new Comprehensive Plan including a community questionnaire.
Ron reviewed the needs for a Subdivision Law:
1. Provides for the future growth and development. Insures adequate
facilities for the housing, transportation, distribution, comfort,
convenience, safety, health and welfare of the community members.
2. Future influence of village growth in Aurora and Union Springs plus the
new Bass Pro Shop in Auburn. A proposed casino in the Town of Springport
could increase our population.
3. We have been authorized by the Town Supervisor, Town Board and the State
of New York to go ahead.
4. It could help preserve farmland and natural resources.
Again, we visited the Town of Ira Subdivision Law. This was done by following the recommended procedures from application to the final approval. Much discussion ensued especially over what entails a minor subdivision or if we even want to include it in a new law.
The Planning Board consensus seems to be that we do need a Major Subdivision Law which would include five housing units and above. The same procedure of following the Ira Subdivision Law through the Major category was used. As before, much discussion occurred over each step through the plan.
Ken made a motion to adjourn at 9:58, seconded by Anne and passed 5-0. The next special meeting of the Planning Board will be held on February 25, 2004 at 7:30 p.m. to further analyze Irašs Major Subdivision Law.
