MINUTES & EXECUTIVE MINUTES: On motion by Lynn Odell, seconded by Mark Jordan, the minutes and executive minutes for December 8, 2003 were approved as submitted.

MEDICAL INSURANCE UPDATE: Mr. Bill Chamberlain, a representative for the Finger Lakes Group of Blue Cross Blue Shield presented materials and information to the Town Board and the Ledyard Highway Department. On motion by Jim Frisch, seconded by Mark Jordan, the plan for medical insurance offered by Blue Cross/Blue Shield was accepted with no co-pay for hospital and an option for employees to purchase dental coverage.

UPDATE ON CAYUGA COUNTY INSURANCE POOL BUSINESS: The Town Board discussed whether to pay the back payment due to the County for 2001-02 at this time. After discussion they decided to wait. There will be an additional payment due for 2003.
APPOINTMENT OF ASSESSMENT BOARD OF REVIEW CHAIR: On motion by Jim Frisch, seconded by Mark Jordan, George Yann was approved for appointment to the Chair of the Ledyard Assessment Board of Review for the period October 1st, 2003-September 30, 2004.

ENCUMBERANCES: On motion by Lynn Odell, seconded by Jim Frisch, the following encumberances were approved:
Attorney contractual fees from the year 2003 to be carried over in fund A1420.4 for 2004 in the amount of $2,711.50.
Justice Court contractual fees for building Justice Bench in the Town Hall meeting room; $800.00 to be carried over in fund A1110.4.
Highway Superintendent Jim Bailey requested funds in DA5130.4 be carried over in the amount of $4,209.99 for repairs to grader which will be incomplete by the year end 2003; and $3,000.00 for repairs to International truck.

JUSTICE COURT AUDIT REPORT: Councilman Darwin Snyder reported that he has completed an audit for the Town of Ledyard Justice Court for 2003 and gave a copy of the audit report to Supervisor Bill Dugan.
JUSTICE COURT BENCH: The placement of the Justice Court Bench will be against the west wall of the meeting room in the Town Hall. Construction will begin in January 2004.
GRANT FOR LEDYARD JUSTICE DEPARTMENT: Rose Marie Belforti, Clerk, informed the Town Board that she made contact with the NYS Office of Court Administration to inquire about the grant that was submitted in July of 2003. Mary Rita Dobiel told Rose that the application was received but never made it into the pool of applicants and was not considered for the grant reward. She said she would forward the application into the pool for 2004 consideration.
PAY BILLS: On motion by Jim Frisch, seconded by Mark Jordan, the bills on Abstract #012A; #376-399, General Fund A=$2,372.46; B=$46.35; DA=$3,943.81; DB=$5,079.13 were approved for payment.
