MINUTES: On motion by Jim Frisch, seconded by Mark Jordan, the minutes for October 14,2002 were amended again on second page, last sentence, in second paragraph to read: One qualification for the Enhanced Star Program is that, in order for the property to receive this exemption, it must be the primary residence of the taxpayer applying for the exemption.
Minutes for November 11, 2002 were amended in the last paragraph of the second page to read: "Department of Crops and Soil Sciences", and: The grant proposes to run a DNA analysis on the samples collected from contaminated wells. Page 4 is amended in first paragraph, #3. the town can turn the district over to the Cayuga County Water Authority.

BRIAN HICKS, CODE ENFORCEMENT OFFICER, TO DISCUSS REQUIREMENTS FOR LAPTOP AND SOFTWARE: Brian Hicks, Ledyard Code Enforcement Officer, approached the Town of Ledyard Board with his needs for a computer and software. He said that he previewed the Williamson Law Book software for Code Enforcement and approved of it. He would like to have the computer capability for better quality job performance. After discussion concerning the New York State program that offers reimbursement for materials purchased before March 1st, 2002, Mark Jordan motioned that a laptop, printer, and software not to exceed $4,500.00 be purchased, and to seek to be reimbursed by New York State in 2003, seconded by Darwin Snyder.

REVIEW DOG ORDINANCE REQUIREMENTS: The Town of Ledyard Board reviewed a copy of the Genoa and Springport Dog Ordinance. Carl Collier of Fingerlakes Dog Control was present and encouraged the Town Board to put a dog ordinance in place. He said that he was very pleased with the Genoa ordinance and that it would certainly help his ability to respond to complaints in the Town of Ledyard if there was an ordinance to address the various nuisance situations. After discussion, on motion by Jim Frisch, seconded by Darwin Snyder, the Town of Ledyard Board decided to use the Genoa Dog Ordinance as a model and to begin the legal process. Bill Dugan, said he will map out the step by step procedure for putting forth a Town ordinance and bring it to the Town of Ledyard Board.
COMMENTS FROM THE FLOOR: James Wilcox appeared before the Town of Ledyard Board to discuss the letter from the State of New York Department of Transportation regarding the Route 34B and Ledyard Road intersection. Mr. Wilcox and the Town of Ledyard have requested, on separate occasions, by letter to the NYSDOT, to have either the speed reduced or to have a double solid centerline placed at the intersection. The letter from the NYSDOT indicated a solid centerline would not be appropriate because the passing sight distance on Rt. 34B and Ledyard Road is greater than 1,500 feet northbound and southbound. They refused to take any action. Bill Dugan said that he will write another letter with data from the Sheriffs and State Troopers records regarding the number of accidents that have occurred at the intersection. Mr. Wilcox said he would talk to the ambulance service and the fire department on this matter.
REVIEW AND APPROVE LETTER TO TAXPAYERS ASSOCIATION ON HONOCO ROAD AND SUNSET BEACH ROAD: Jim Frisch read a draft for a letter to be sent to the resident taxpayers on Honoco and Sunset Beach Road to inform them of the procedures they would have to follow to achieve a sewer and water district. Jim said he will get the finished letter to the Town of Ledyard Board at the End of Year Meeting, December 28, 2002.
APPOINTMENT OF AUDITOR FOR JUSTICE DEPARTMENT FOR 2002: On motion by Jim Frisch, seconded by Mark Jordan, The Town of Ledyard Board appointed Councilman Darwin Snyder to audit the Town of Ledyard Justice Department for the 2002 year. Bill Dugan said he will send out a letter immediately to each Judge to inform them that Darwin will call them to set up a time in early January to meet with him.

LETTERS TO EILEEN O'CONNOR AND DR. PETER CARDAMONE: Bill Dugan drafted letters of appreciation to Eileen O'Connor for her fine work in presenting the Water Quality Seminar on November 13, 2002; and to Dr. Peter Cardamone of the Southern Cayuga School System for his cooperation in the Town of Ledyard's use of the Southern Cayuga High school facilities for that same event. All Town of Ledyard Board members present signed the letters.
DISCUSS PUBLIC HEARING RE: SCENIC ROUTE 90 INITIATIVE: Bill Dugan read a personal letter he had written to present to the Scenic Rt. 90 meeting at the Aurora Fire Hall, Aurora on December 11, 2002. The Thoma Development Association, a consultant hired by Cayuga County for developing a marketing plan for Scenic Rt. 90 will be at the meeting.
Questions concerning planning in the Town of Ledyard were discussed and it was decided that Rose Marie Belforti, Town of Ledyard Clerk will give copies of the Planning Board and Zoning Board minutes to the Legislative Board.
DISCUSS WATER TESTING PROGRAM RESULTS: UPDATE ON FURTHER STUDY AT CORNELL UNIVERSITY: Bill Dugan said that he has not received results from the Cayuga County Health Department as of yet. Concerning the study proposed by Cornell University Department of Crops and Soil Science, Bill Dugan informed the Town of Ledyard Board that Sylvia Hurlbut was able to raise the matching funds for the study, submitted the grant proposal on November 22, 2002, and will hear from Cornell whether the grant for the study will be approved on December 17, 2002.
MOONSHINE BRIDGE: Jim Frisch said that he will have another meeting and will report on this matter at the January 2003 Town Board meeting.
Mark Jordan said that he spoke with Phyllis Gamlen, a Ledyard senior, concerning the senior trips sponsored in part by the Town of Ledyard. Phyllis said that the trips are getting more expensive and some seniors cannot attend. Mark said that he would like to know how many Ledyard residents are benefiting from this program.
PAY BILLS: On motion by Darwin Snyder, seconded by Mark Jordan, the bills on Abstract #370-398, General Fund A=$3,305.74; B=$1,096.16; DA=$5,528.61; DB=$411.11 were approved for payment.
