The meeting was called to order at 7:35 pm. Councilman Paul Hilliard was absent.

PLEDGE-REMEMBER TROOPS

APPROVE MINUTES & REPORTS: On motion by Bill Heary, seconded by John Binns, the minutes, Supervisor, Clerk and Code Enforcement Officer reports for January 2011 were approved as submitted.
VOTE: 4 Ayes, 0 Nays

SCIPIO FIRE DEPARTMENT: Members Mark Chamberlain, Wayne Pettit, and Jim Perkins of the Scipio Volunteer Fire Company appeared before the Ledyard Town Board to discuss their intention to leave the Scipio Venice and Ledyard Fire District and form a new Scipio Fire District in the Town of Scipio. According to members their decision is based on operational differences. The Scipio Fire Company has a strict set of bylaws and standard operating guides that they follow. The other fire companies also have bylaws but they do not set the standard that Scipio does. Scipio has a district wide organizational statement, respiratory protection policy, infectious disease policy and driving policy that was written by members of the Scipio Fire Company for the District. The three companies do not work together to resolve safety concerns or get everyone doing things alike for safety. "We have never sat down to make up a box alarm system for the mutual aid in the whole district, to work together to improve our response to the community. Emergency scenes operations go without incident generally, but because we don't have the same ideas on the importance of policies and training, things can get confusing and the operation is not run as safe as it should be." The Scipio Fire Co. meets weekly for in house training. They also sponsor and participate in NY State training courses on a regular basis. Their members are required to meet training requirements to do interior firefighting, vehicle driving and operation as well as requirements to be elected an officer in the company. They do not feel that a District Chief or a Board of Fire Commissioners of the Scipio, Venice, and Ledyard Fire District can resolve the idealogical differences between the Long Hill, Poplar Ridge and Scipio Fire Company's and they feel they would be better off operating on their own.

TRANSFER SITE BUILDING: Supervisor Mark Jordan received two bids to re-side the Transfer Site building from Doug Wood and Shaun Murphy.

PAY BILLS: On motion by Bill Heary, seconded by Jim Frisch, the bills on abstract #002, #12-31, General Fund A=$5,386.28; B=$135.99; DA=$0; DB=$5,852.58 were approved for payment.

ADJOURN: On motion by Jim Frisch, seconded by Bill Heary, the meeting was adjourned at 8:50 pm.
