The Mayor called the meeting to order at 7:10PM. She then led those present in the Pledge of Allegiance.
OPEN TO THE PUBLIC
Dick Dwello inquired about the "Cayuga Recreation Trail" and how it would be maintained and paid for in the future. Mayor Day indicated Carl Cuipylo, Village resident, has been coordinating this benefit for the community. He has been successful in obtaining two grants. The first grant was from "Eat Well Play Hard" for $970 to purchase materials to build 14 benches to be placed along the trail. The second grant was a "no money" planning grant to provide organizational and planning assistance from "Parks and Trails New York", a private non-profit group The Cayuga volunteer group is working with this group to send a letter to the NYSDOH "Healthy People, Healthy Places" program asking for financial assistance for construction of signage. The Village has not expended any money for this project. However, there have many volunteer hours and donated equipment usage. Trustee Ryan indicated that Cayuga Lake is the community's biggest asset.
Dwello doesn't believe that trails work. He is concerned regarding "wild animals and attack foxes" on some parts of the trail, particularly near the water tower.
It was suggested that perhaps Dwello might be interested in joining Neighborhood Watch as his input would be helpful.
OLD BUSINESS
Mayor Day asked Charlie Lynch, Village Counsel, his advice on the proposed "Request for Proposals for Professional Services Relating to Village of Cayuga and Cayuga Lake" as developed by Susan Harris, LWRP Coordinator. Lynch indicated that it is "largely OK". He will review, mark-up and send to the Trustees for their review. At the July Board Meeting, the board can determine whether to authorize and move forward.
It was also mentioned that a separate account would need to be set up for reporting purposes. Rusinko will establish this new account
NEW BUSINESS
Motion: by Ryan, seconded by Erickson to authorize purchase of a $63,300 (State Price) 2011 John Deere 310J Loader Backhoe from Five Star financed partially by trade-in of 2007 John Deere 310J S/N 148405 for $42,000 and a small portion from Village funds. Motion approved 3/0.
Motion: by Erickson, seconded by Ryan to authorize issuance up to $20,000 of a SIB (Statutory Installment Bond) to finance a portion of the 2011 John Deere 310J Loader. Motion approved 3/0.
The amount to be paid from Village operating funds will be taken equally from Cemetery, Harris Park and McIntosh Park accounts.
Motion: by Erickson, seconded by Ryan to employ Kelly Lyndaker at $13/hr. as Waterfront Director; Danielle Lyndaker, Justin Lyndaker, Mindy Valenti and Kathryn Scarbrough at $10/hr. as Lifeguards. Motion approved. 3/0.
The beach area will open on June 27, 2011 following inspection and approval from the Cayuga County Health Department scheduled for June 27, 2011.
OPEN DISCUSSION ON WATER AND SEWER PROJECTS
Wastewater Treatment Project
· Renewal of the BAN for $975,000 Principal (interest will be $32,814.84 at rate of 2.5%) will be put up for sale on July 7, 2011. This will be a callable bond on or after January 9, 2012 without penalty. This renewal will cover the period July 21, 2011-July 19, 2012. The Mayor will award the bid and arrangements will be made to sign appropriate documents.
· Christine Cerio, Area Specialist with United States Department of Agriculture, Rural Development, will be meeting with Mayor Day on June 29, 2011 to present a letter of conditions to receive a $2 million grant and a $100,000 loan at an interest rate of 2.875% for 38 years. At this meeting, the Mayor will be accepting the conditions and the grant and loan will be locked in for the future. The Village is required to fund $7,570 as a local contribution.
· Given the monies received, the annual average sewer user rate will be $945 or $239/quarter.
· Fred Gillette, DEC, is recommending aeration and disinfection to increase contact time at the lagoons. It would require $14,000 rent/mixer and two mixers would be required. The monthly cost would be $2,400.
There is also a new memo out NYS DEC TOGS for SPDES Compliance, adopted June 2010, indicating that the DEC can unsuspend collect suspended or stipulated fines penalties for not meeting requirements.
The Mayor asked Shannon Walters to develop a letter outlining Trustee concerns with the potential of reversing the suspended fines since the Trustees initially selected a solar operated system for the new sewage treatment facility at the current site. This was denied by the DEC, which caused the Village to pursue a more expensive system, purchase property for the plant and involve the Town of Aurelius to keep costs down via increasing the population served.
Mayor Day asked Shannon Walters to have the DEC put their request in writing.
Water Treatment Project
· The Project Engineering Report for the Public Water System Evaluation needs to be received from MRB Group before the Village can apply for a $2million grant. The deadline for filing is July 1, 2011. MRB Group will have the report ready and a tentative meeting to review the document is scheduled for June 29, 2011.
· Burns Brothers is prepared to start work on (1) removing check valve on cross connection so as not to lose prime and (2) to install a new check valve so as to not lose prime.
Motion: by Ryan, seconded by Erickson to authorize Burns Brothers to make necessary repairs to the intake pipe for up to $5,500. Motion approved 3/0.
· Steve Dunning, Sea-to-Sea Diving will be available at the site to repair if under water repair service needed.
Motion: by Ryan, seconded by Erickson to authorize Sea-to-Sea Diving (Steve Dunning) to clean and make necessary repairs to the intake pipe for $8,000-10,000. Motion approved 3/0.
Payment for all intake and piping reapirs will be made from the BAN.
· If there is a need to empty the holding tank The sludge settling tank will also need to be pumped out, the costs associated with this will be paid from the BAN
· $80,000 was placed into the BAN to cover replacement of water meters. At the June 8, 2011 Board meeting, a motion was made to select Master Meter as the standard water meter for the future. An RFP was to be developed.
Motion: by Ryan, seconded by Erickson to accept the June 12, 2011 price quote from Dan Reed, Master Meter distributor, for water meters and required ancillary equipment. Water meter cost is as follows: 2inch - $1,400, 4inch - $1,850, 6inch - $3,021. Motion approved 3/0.
Installation of new meters will be done by an outside contractor.
· Motion: by Ryan, seconded by Erickson to purchase Master Meters for immediate installation: 5- 2inch meters to be placed at Salato Gardens (3), Cayuga Elementary School (1), and Fire Department (1). 1-4inch meter as a replacement at the Water Treatment Plant. 1- 6inch meter for the Town of Aurelius meter pit. Total Cost: $11,871. Motion approved 3/0.
OPEN DISCUSSION BY TRUSTEES
Discussion ensued regarding necessary action to secure replacement for the Village Clerk/Treasurer and Deputy Clerk due to retirement.
