Adolescent Tobacco Use Prevention Act (ATUPA)

This program regulates the sale of tobacco and vaping products to restrict their access by youth and young adults. ATUPA violations can result in civil penalties or retailer registration suspension or revocation.

This program:

  • Investigates complaints and conducts compliance checks of tobacco retailers to reduce the use and accessibility of tobacco to individuals under 21 years of age
  • Enforces compliance with Article 13-f: Regulation of Tobacco Products and Herbal Cigarettes
